Led a 103-employee department encompassing Development, Planning, Permit Center, and Administrative Divisions, with a $28M operating budget. Advanced efficiency and reduced processing times for development review and approvals. Established a collaborative, innovative, and service-oriented culture focused on high-quality customer service, operational performance, and public trust.
Chief of Planning – County of Monterey, CA | 2021
Directed the Planning Division within the Housing and Community Development Department, overseeing current and long-range planning, land use policy development, and regulatory implementation with a 20-person team.
Planning Manager – Hogan Land Services | 2017–2021
Led the Planning Division, managing staff resources and division budget. Directed land use entitlement and design services for mixed-use, residential, and non-residential projects across multiple jurisdictions, including Chico, Livermore, and Santa Cruz.
Senior Planner / Assistant to the City Manager – City of Calistoga, CA | 2004–2017
Managed environmental impact reports and development agreements for major resort projects. Served as liaison to the Planning Commission and advisory committees, and oversaw implementation of floodplain regulations for hazard mitigation and compliance.
Associate Planner – County of Lake, CA | 2002–2004
Processed over 640 building permits in a single year, managing a broad range of development applications including subdivisions, commercial and industrial projects, and residential construction and rehabilitation.
